Abstract

It is impossible to guarantee continuous cyber security because of the advent of new information technologies and the innovative evolving cyber attack technology. Cyber security strategy should be planed considering the change of cyber space environment and new functions of cyber attack tools, assuming that new science technology and ICT are applied to cyberspace. In this paper, we proposed the offensive cyber security strategy in aspects of strategic, tactical, and operational level based on the analysis of cyberspace environment and the functions of cyber attack technologies.
